they say bob ehrlich plans led to a historic increases and spending -- and state spending. the only thing missing is a quill pen. while it is not a recreation of the declaration of independence signing, maryland candidates put their john hancock on the prosperity pledge for america. it promised to make state government smaller and more accountable. >> it is very different from the status quo. we have candidates and incumbents who want to make the state more business friendly and improve the quality of light. >> -- quality of life. >> the plan calls for rolling back the state tax increase and rolling back spending and restoring marilyn's sovereignty concerns of the federal health care bill. putting the fed's on notice that maryland will not have any requirements limiting the type of care they choose to purchase.

attorneys questioned at a homicide detective who defended his handling of the case and the collection of evidence. he was the lead investigator and testified least -- testified they took samples during the investigation. after receiving test results, he ruled out possible other suspects. >> there are samples of dna that have not been identified to any human being. it seems to me that to exclude anybody without further investigation was premature. >> after reviewing the evidence at the crime scene, he ruled out one suspect who was in the car with harris and testified she is a good friend. police believe someone standing near the left front window fired the shot that killed him. the detective was asked about a jacket considered a significant piece of evidence found in a trash can behind the home of the defendant. >> at no point in the video is a new and wearing a jacket. there is a great photograph of

the person they say was supposedly wearing that jacket and the person has no good hanging off the back of his -- behind his neck. the jacket is a heavy winter jacket with a hood. how is it a key piece of evidence if no one identifies it? >> he said he submitted it airing on the side of caution. the defense attorney gave a brief look into his theory of what happened. he says the evidence is evolving to show the robbery might have been staged. he brought up the notion of insurance fraud. >> i maintain the philosophy the bill comes to court with clean hands. >> if he had insurance and the insurance coverage included reimbursement for losses suffered as a result of robberies, then it is a cash business. >> the lounge and owner testified about being victimized by men who held up the club.

he says they stole $2,000 and fired three shots as they ran out the back door. the money was never recovered. >> a settlement has been reached in a lawsuit over a deadly crash on the bay bridge in 2008. the 57-all was killed when his truck plunged into the chesapeake bay as a result of swerving to avoid hitting an aunt -- hitting an oncoming car. the woman driving the car was found alcohol letter system of the time. her attorney says the family agreed to a $100,000 settlement, the maximum payable through the insurance policy. >> the board of education is facing a multimillion-dollar lawsuits night. parents of a sixth grade students day their son was the victim of bullying. it was so severe that he suffered psychological problems and school administrators did not step in when they should

have. >> the lawsuit was filed against a howard county board of education. the principle where the bullying happened and other individuals associated with the school system. the family is seeking between $1,000,000.9999999 dollars. is that with pencils and drumsticks, being pushed and slammed into lockers and other acts of intolerable cruelty. those are the allegations in a lawsuit filed by the parents of a student. the suit claims the bullying took place in 2007 when he was in sixth grade. the serious ramifications of bullying have got a lot of attention in the last few years. baltimore county held the annual state school conference on thursday. the effects of bullying was a topic the school counselors addressed. >> if it is something pervasive that happens a lot, there are issues that will happen or the

student does not feel safe and had to deal with it for a long time. >> to avoid that happening, baltimore county has a behavioral approach with a three-tiered response to intervention in these cases. >> as at the student would be more impact, they may develop an actual diagnosable disorder like anxiety disorder or depression or dramatic stress disorder. >> the lawsuit says the best it's ever from posttraumatic stress disorder and had to be moved into a private school because administrators and staff did not stop the bleeding soon enough. >> a spokesperson says they got a copy of the lawsuit this afternoon and cannot comment on pending litigation. >> those who have suffered and those who have studied concussions gathered in front of congress today to push for ending concussion legislation. the measure would focus on
